What is actually happening
The cause sits below the surface.
The skin around your mouth and eyes is among the thinnest on your body, roughly half the thickness of your cheek. As collagen and elastin thin further, that skin loses the density that keeps it smooth, so it creases along the lines your muscles have been folding for decades. Eventually those creases stop bouncing back.
Why the creams did not work

Hydration plumps the surface temporarily, which is why your skin looks better right after you moisturize and back to normal by afternoon. Plumping is not thickening. To change the texture you have to change the density of the skin itself.
